Background: The Agriculture and Rural Development Support project, hereinafter ARDS, is funded by the United States Agency for International Development (USAID). ARDS is implemented by Chemonics International, Inc. and began on September 7, 2016 and is scheduled to end on July 30, 2020.
 
ARDS was designed to support broad based, resilient economic growth through a more inclusive, competitive, and better governed agriculture that provides attractive livelihoods in rural areas. ARDS embraces the collaborating, learning, and adapting (CLA) framework promoted by USAID. Across all tasks of the contract, ARDS works with government institutions, private sector entities, and other partners in planning, monitoring, mapping outcomes, and thereafter scaling up what works and/or adapting by redesigning strategies and tactics employed to implement tasks.
 
Position Description: The Chief Accountant will oversee all financial aspects of the ARDS Project. The Chief Accountant will work with the operations/administrative and technical teams to ensure that the financial systems are compatible with standard accounting practices and follow Chemonics and USAID policies, procedures, and regulations.
 
The Chief Accountant will work under direct supervision of, and report to, the Finance and Administrative Director (FAD). The post of assignment is the ARDS Kyiv office. The term of assignment, subject to review and satisfactory performance, through the end of the Project.
 
ARDS operates in a modern IT environment, using most of the elements of Office 365 (MS Project, Teams, OneNote, Power BI, Planner, etc.). Therefore, the Chief Accountant must embrace modern technology and be able to efficiently use available IT tools for project management.
 
Responsibilities:
  • Execute overall financial management of ARDS, ensuring strict adherence to Chemonics policies and procedures and USAID rules and regulations. 
  • Oversee field office finances and budget, review expenditures.
  • Review and approve monthly financial reports and ensure accuracy and timeliness of local employee timesheets.
  • Review accurate, complete, and timely financial reporting using accounting system, including monthly accrual/projection spreadsheets, and ensure timely submission to the home office. Prepare and/or review ad hoc analysis and reporting as needed. Supervise cash disbursals, documentation and reporting.
  • Build and lead a well-functioning accounting operation. Plan, organize, assign, review, and evaluate the work of the Accountant and the Accounting Assistant and provide staff guidance and mentoring.
  • Supervise accounting cycle to include preparation and appropriate documentation of journal entries, payment requests, and general ledger reconciliations.
  • Ensure that incurred costs are allowable, allocable and reasonable in accordance with USAID cost principles and Chemonics policies and procedures.
  • Review and approve accounting and supporting documents and transactions to ensure accuracy, completeness and compliance with Chemonics policies and procedures and USAID regulations.
  • Oversee monthly wire transfer requests for submission to the home office and reconcile and balance local bank accounts to ensure sufficient availability of funds for project needs and implementation.
  • Review the internal financial control systems to ensure that appropriate mechanisms, procedures, and systems are in place. Ensure proper safeguards of funds and compliance with established USAID and Chemonics financial and accounting procedures.
  • Review and ensure proper authorization and approval and timely processing of payment/reimbursement requests for employees/suppliers/vendors.
  • Plan, perform and supervise internal audits of accounts payable, accounts receivable, payroll, fixed assets, and petty cash.
  • Review and approve bank reconciliations and reconciliation of petty cash and fund report at time of replenishment.
  • Review submission of all tax withholdings (payroll income tax, deduction at source) and corresponding reports (VAT reports) to relevant parties. 
  • Review payroll and ensure allocation of payroll costs to appropriate general ledger accounts.
  • Work closely with internal and external auditors during field program audits.
  • Serve as a resource person for technical and finance staff on Chemonics and USAID policies, procedures and regulations.
  • Serve as the main point of contact for the home office Project Management Unit (PMU) for all matters related to project finance.
  • Interact with banks and other officials on an as-needed basis.
  • Perform other duties as required or assigned.
 
Qualifications:
  • Minimum five (5) years accounting experience, preferably with USAID- or other donor-funded projects in a similar position in terms of the job tasks and responsibilities outlined above.
  • Masters’ or equivalent degree in accounting, finance or economics.
  • English fluency, with excellent writing and presentation skills.
  • IT literacy/proficiency: Word processing (Microsoft Word), spreadsheets (Microsoft Excel), e-mail (Microsoft Outlook); accounting software; online banking system; MS Teams, MS Planner.
  • Proven ability to work professionally, constructively and collaboratively as part of a team, meet deadlines, communicate effectively, and deal with diverse partners in a challenging environment.
  • Ability to manage daily activities and achieve expected results without direct oversight.
